    As part of the 2016-2017 budget, NC Senate Bill 740 was adopted by the full Senate at the request of a Special Legislative Oversight Committee on Early Education. The bill directs the Department of Health and Human Services, in consultation with the Department of Public Instruction and any other interested agencies, to work together to develop and implement a statewide vision for early education. As part of that work, the bill directs the departments to devise a way for preschool teachers to prepare a preschool to kindergarten transition plan for all children enrolled in the NC Pre-K program.

    As part of the 2016-2017 budget, NC Senate Bill 740 was adopted by the full Senate at the request of a Special Legislative Oversight Committee on Early Education. The bill directs the Department of Health and Human Services, in consultation with the Department of Public Instruction and any other interested agencies, to work together to develop and implement a statewide vision for early education. As part of that work, the bill directs the departments to devise a way for preschool teachers to prepare a preschool to kindergarten transition plan for all children enrolled in the NC Pre-K program.
    The immediate goal is to pilot a process that allows for select Pre-K teachers to document children’s strengths and needs in the 5 domains of learning and development and then share the information with children's families and their kindergarten teachers. The information shared is intended help families understand their children's developmental progress in certain areas and to help Kindergarten teachers understand where children are developmentally so they can provide individualized support for children as they enter their classrooms at the beginning of the school year.
    In order to create viable individual child transition plan, the departments are utilizing existing resources, including the North Carolina Foundations for Early Learning and Development, which outlines skills for children in preschool classrooms, and the construct progressions from the NC Kindergarten Entry Assessment, which helps teachers assess and support children’s skills at kindergarten entry.
    The resources below are intended to provide information about the pilot process for kindergarten teachers and school administrators in elementary schools that are currently participating in the pilot. For more information, please contact Dan Tetreault at Dan.Tetreault@dpi.nc.gov.
